Considering this is on the heels of the declassed memo from Radcliff who tore CIA/NSA analyst a new one in that they intentionally withheld evidence for political reasons - He is now making sure that these swamp foot soldiers meet a treasonous fate when it comes time to provide intel to the military trials.
