I don't know anything about NG or military protocol. Does "Activated for duty" literally mean "going out with your kit on that day for duty" or could activated mean "informed that you will be going out with your kit on a certain day in the future." 10/30 was just right before the election and Q had three drops that day....

One even says "Patriots on guard"

Maybe NG was notified on 10/30....?

Former military.

"Activated for duty" to me means it's time and my boots are on. The country (or just the SGM) needs me I am headed to formation for marching orders on how to save the republic (or to stop walking on the grass).

"Standby" or something similar would be more of the notification you describe.
