It is. I sit on my back porch and identify what planes are flying overhead. Kinda fun in a nerdy way. More to your point, the military can turn their transponders off at any time. I've even seen AF1 send fake info identifying the type of aircraft as a gulfstream. We are only seeing what they are willing to let us see.

looks like that type of jet is a refueling jet, possibly servicing fighters not shown, possibly they are there as a defensive screen.
