I’d say it was definitely a photograph. Look at the amount of time between the initial look and the reaction for both Jeb and Laura - not enough time to read even a “they know everything...” imo.
Agreed, Jeb in particular looked at it for less than a second before his face fell. He also saw the envelope's contents from relatively far away and from an angle that would make reading difficult.
