Having been in the DC area during it, people were absolutely terrified. A bunch of normies who are today's equivalent of the mask warriors, shut themselves in at home during it. I don't recall any big Govt scandals going on during when it went down. I probably need to go back and at what else was in the news during it as I was a poon chasing college kid at the time and didn't pay attention to a whole lot else back then.
