https://www.iwc.com/content/dam/rcq/iwc/15/34/31/6/1534316.pdf (pg 16) From my reading of the manual,the two small dials are a timer. The bottom dial is seconds, It reads 30 seconds. the top dial has two hands that show elapsed hours and minutes.
