the problem is every nation needs something like a secret police to maintain political stability, but Hoover didn't make the FBI answerable to anybody but himself. So once he died, it of course went rouge.

And here we are...the CIA/FBI lead the coup that overthrew our democracy. RIP USA, all hail the new Glorious Biden Regrime (what are you doing fren, if you don't bow he will have you killed.)
