If there is a plan as monumental as the one Q suggests, then a Farewell address wouldn't affect it in any way.

But to be fair, "the best is yet to come" could also be a hint that he plans to run in 2024

Well, if military intelligence really has a plan for Trump, there's no way he'd back down. That's for sure.

But if it turns out that doesn't fall through, then we have to fight for election reform and hope for the best.
