A good portion of people are still too brainwashed to accept this news from Trump directly. It has to come from the military, this has to look like he had nothing to do with it.

This also explains why Trump never publicly stated the legitimacy of Q when asked. Only that they are "people that love our country" and "don't like to see bad things happen". Plausible Deniability
