My interpretation is he is asking if we remember something that DIDNT HAPPEN,

Huh? He described the plot of the movie. Scar killed the king, then lied about it so he could be in line of succession. Lied, cheated, stole the title.

How is he describing something that "didn't happen?"

Well because Scar led the land to ruin before it was reclaimed by Simba.

And it took 4-5 years for Simba to grow from a teen to a "man" and come back to overtake Scar's regime. Meanwhile the land was decimated.
