The fence makes more sense, and the removal of artifacts, if the new Whitehouse and Capitol are relocating outside the rot of DC.

Dunno where it could go, but if they won't be arrested, i think then they will be locked inside DC Corp INC with no right to cross the border (fence) to the usa, and no way to escape ( no fly zone, tunnels closed ), in the meanwhile, the real govs sets back in place and starts to take out 1 by 1 to bring them to justice
