who would be president if right after inauguration, both president and vp are not able to serve?

it seems it would go to pelosi -> grassley -> pompeo

if so, doesnt this mean that noon today isnt actually the last moment the military can take over. the legal question is if a sitting president can be removed without impeachment.

seems a lot cleaner to take care of business before noon...
