The gold fringe? That means maritime jurisdiction.

There are 3 jurisdictions on planet earth. Land, Maritime and Air. The Pope owns the Air Jurisdiction. The Land Jurisdiction is where the original Republic of the USA sits and Maritime is where all corporations live. Corporations are dead entities and those can only exist in maritime jurisdiction.
