So what was the deal with having 30,000+ troops in DC?

We all know the "Capitol" incident was mostly fake/ a false flag. So now that the deed is done, what was the whole point of turning DC into a fortress? Seems like a waste of time and effort for nothing...

How long are they supposed to stay there? That might clue us in to their real purpose?
