How can you declare an emergency "resulting from the 59th Presidential Inauguration" when it hasn't happened yet.... Or did it?

Finish the paragraph. It says: ...due to the emergency conditions resulting from the 59th Presidential Inauguration from January 11 to January 24, 2021. The “from” is referring to the time between those two dates.
