The incoming President does not have to be sworn in at noon. The outgoing President's term ends at noon, which is when the new President takes over.
This prevents a power vacuum between the outgoing and incoming President, even if it is just for a few moments.
I've posted this in other threads because I was wondering and looked it up.
Trump still had power until noon. Biden had no power until noon.
