Ah okay. Chinese strike incoming, or just the optimal bunker? Why not CASTLE_ROCK? Perhaps POTUS in NORAD and First Family in CASTLE_ROCK in case of a strike?

Nuclear Leveraging? This sounds evil but if I were Trump I would demand Biden to concede and Xi Jinping to step down by threatening a nuclear strike. NORAD seems to be the ideal place to organize and plan a nuclear strike, not just the defence.
