I believe a gold fringe on 3 sides is a military sign that means martial law.

It is a fringe, and it was glued onto a regular flag. The fringe overlaps the bottom red stripe, making the stripe thinner than the others.
So originally, it looks like those flags were not made with a gold fringe - it was added afterward.
Either those are just cheap low-quality flags, or the fringe being glued onto a regular flag means something...

Okay after doing some research I now believe it is a fringe and not a border. If you look carefully you can see the white stripe behind the yellow fringe. It is not solid.
Thank you for pointing that out. I assumed it was a fringe. I wonder what it means.
