Soooo just had this thought, hear me out... it's a tad larpy... but maybe what is going on, if you believe the military is in on it.

According to the law, Biden is president. Trump pursued every legal avenue and it failed. So Trump has to honor that, the military has to honor that and the continuity of government cannot be disturbed otherwise it looks EXTREEMLY weak to the outside world. I mean would we really want an America where basically a coup take over by the military to oust a president... sure would be amazing to us, it would horrify half the population and a lot of the world.

So continuity of government is not interrupted on the surface, in reality Trump did whatever he need to do to put the military in control. Joe Biden remains president so that this continuity of government is intact, while the military behind the scenes conducts the real investigation and trials not sure but pretty sure military tribunals can be secretive.

This would make since considering Trump was wishing Biden "Good luck" and Joe Biden saying Trump was very "generous"

Plus if there isn't enough evidence to over turn the election, nothing happens, no unrest, Joe will just stay president and nobody is the wiser, the only time you would get unrest would be half the scenario were Trump actually did win.
