Since Biden is being recognized for the moment as the president, under the Constitution he serves at the pleasure of the president.
Asking for a resignation isn't the same as being fired, so he probably figures that he'll keep serving until a replacement is ready. Plus, the guy below him is likely to be a Trump loyalist too.
