Yup. The military knows Bi Den's government is illegitimate (and you can see evidence of that in the way they treat him). They are responsible for removing the corrupt civilian government and replacing it with a legitimate civilian government - maybe by supervising new elections... ? That seems reasonable.
The exact steps the military takes in this process are a bit fuzzy though... but overall, that is what must now happen.
