Digging into that makes for some interesting reading. Essentially the CIA had been involved in mercs and/or terrorists there going back decades, including relocating them back to the US after their jobs.

One of them Haftar, (on trial now for war crimes) was even sentenced to death by Libya for war crimes in absentia and then eventually brought to the US with 300 of his guys (after playing merc in Libya/Chad/Zaire). He was involved in overthrowing Libya and was part of the military rule alongside Ghaddafi. Started off as a "Nasserist", essentially an arabic socialist party and studied at the Soviet Frunze Military Academy. He rose to command the rebel forces responsible for the overthrow of Ghaddafi in 2011 (after the timely murder of Younis).

Many different terrorist groups joined the rebel forces during the Libyan civil war. Some of whom were reportedly responsible for the Benghazi attack. Given the scale of arms transfers occurring through Benghazi at the time, the groups they were going to, and the history of Haftar, there is little doubt he was involved (my opinion).

What I get from the reading and digging ...

CIA and US have been engaged in funding and arming radicals, mercenaries, and outright terrorists to effect regime change throughout the entire region for 40+ years while using the chaos to do their dirty deeds, on the cheap. Nasty business.
