Optics, I believe.

A lot of Americans won't like seeing illegal immigrants shot dead at our border.

They won't like seeing our streets running with blood either, even if it is the blood of tyrants and traitors.

At some point, we'll be all screaming for justice and blood, and then and only then I think Trump would authorize it.
