Does Joe Biden have the authority to have all investigations into himself, Hillary, Obama stopped and their progress destroyed?

Because I think he does.

And that is why everybody flipped out when this was allowed to happen. Biden now can undo every single one of Trump's executive orders.

It wasn't about timing for good optics. It was about stopping a super bad thing from happening.
