The united states is a democratic country because it's citizens can vote to elect their officials, as simple as that. The Electoral college system is a form of democratic elections.

My comment could have been more fleshed out, but I was referring to the distinction between a democratic republic (what USA was founded as) and a pure democracy (which it's never been).
