It is strange that he used civilian leadership instead of new commander in chief, but both are correct. It could just be a passive aggressive slap to touchy joe.

Remember Trump's initial speech...giving power back to the people?
Did you hear his farewell speech? I was surprised nobody was talking about it, but Trump said they gave the power back to the people. The only way they did that is if they took down the corporation.
New civilian leadership...the army is supposed to be led by a commander in chief
From my understanding, Commander in Chief can not hold any other office while being Commander in Chief. Which means they are considered a civilian.
