Troops still in DC?

If the troops are leaving DC wouldn't that put to rest the idea of military shadow government/takeover?

Approximately 7,000 Guard troops are expected to remain in D.C. through the end of January, according to a National Guard Bureau news release.

So current troop levels will decrease but 7,000 will remain through the end of January. That is well past January 24th.
