Of course, even significantly moreso if he is indeed saying “to” rather than “of”, but by the way he noticeably pauses before he gets to that line, I strongly believe that he practiced saying that word in precisely that ambiguous way... and then made very sure he got it out just like that. Which can really only suggest he accurately means “to” but wants the retain deniability by allowing people to claim he said “of.”

I like how he says "Good Morning, sir" after his statement, not unlike Nancy Pelosi said "Good morning...Sunday morning." Almost like this General was mocking Pelosi.
