Either way, it’s actually a very telling statement.

Of course, even significantly moreso if he is indeed saying “to” rather than “of”, but by the way he noticeably pauses before he gets to that line, I strongly believe that he practiced saying that word in precisely that ambiguous way... and then made very sure he got it out just like that. Which can really only suggest he accurately means “to” but wants the retain deniability by allowing people to claim he said “of.”

It’s all so delightfully intentional.
