Because Executive Actions actually have very little legal weight to them compared to Executive Orders, and it would mean he’s trolling both the left and the right. I don’t believe EA’s could actually overturn Trump’s EO’s, but they pacify the left by making them think he’s doing thing for them. Could he really be a white hat puppet in all of this like some have suggested? Or at the very least it gives more credence to the fact that this is all a show.
