Will people crossing border illegally from Mexico have to test negative and quarantine? No?

Also, does anyone else find Chairman Biden to have a rather soothing voice? When he’s talking/stuttering normally, he sounds like a soft-spoken grandpa. Must be how he tricks all his female relatives into getting raped by him.
