Well, one can of course add junk to a flag; it's a physically possible action. Regardless, the existence of a fringe on a flag has no legal significance.
It must have some legal significance, because the laws that specify the flag impose stiff penalties for any adulteration, and adding anything not proscribed is definitely adulteration.
Not only is there no legal significance, you can also 'adulterate' the flag to your heart's content without any risk of criminal penalty; that's paradigmatically 1a protected speech.
