If you look at the avatar next to "Tweet your reply" It's Ted Cruz's avatar. It's also possible that you could change your own avatar to pose as Ted Cruz

That has literally nothing to do with 4chan though. Ted Cruz made a tweet where he attached a screenshot of his own twitter feed with the insult from Seth Rogan. Everything that comes above that is completely unrelated.
