The blue carpet was Trumps before he redecorated which means it came from Obama. Biden as the President gets to chose what carpet, drapes, desk, chairs, sofas, tables and pictures that he wants from that which is in storage. If he wants something that they don't have, that will require redecorating and will take more time than the hour that they reserve during the inauguration for changing out the Oval.
