Maybe, this one is pre recorded because, MAYBE(?) he can't record an actual "Presidential" message to the "career staff," i.e. SES because he's not actually "President" of anything but his soiled Depends.

Why would they post a pre recorded message to current career staff if he's POTUS? [They]'ve had plenty of time to record an actual Presidential Message. How "J.V. Squad" of [them].
