You don't have any clue how technology works, do you?

Starlink will NOT be able to "access every single internet-connection device in the world." Starlink is nothing more than an Internet network in orbit using lasers instead of fiber optics. It will NOT broadcast the EBS. It doesn't even have complete coverage yet.

Musk is cash-poor, because he reinvests it all to grow his businesses. He's not in a position to finance anything like what you're talking about.
