It seems even just a small change could vastly change the quantity of serial trolling by, even slightly, raising the cost to creating endless shill accounts.
A handshake quarantine would indeed be effective, and welcome as I see it. And inactive (i.e. created and troll-banked) accounts should not be incremented towards handshake-free status.
I'd prefer, and recommend, a quick and easy New Post criteria along the lines of what I saw a similarly-frustrated poster in TDw suggest the other week: Accounts should have to hit a certain number of comment points (100? 500?) before they are eligible to create new posts. That way new users aren't prevented from contributing to discussion immediately (although a 1-day waiting period here might not be a bad thing, either), but they can't be up and ready to crap all over this site within the span of mere seconds with a new account.
