Mao for all his flaws wasn't stupid.
Except for when it came to organizing a campaign to kill all the sparrows in China because they were eating some of the grain seeds, ignoring the fact the sparrows were eating all the insects that were completely destroying crops? The Four Pests Campaign led to a famine that killed anywhere from 15 million (numbers reported by China) to Western scholars' estimates of 45 million to as many as 78 million.
