Hypothetically speaking - if this was the plan a new replica could have been built anywhere including a bunker directly under the real white house, or at Gitmo in a massive jail cell - with whatever wallpaper needed to send that message, and the windows could be CGI to show whatever scene they wanted - including parking lots to send the message it wasnt real to sharp eyed folk.
