Looks like a unit heading home. Would take multiple birds if they also had equipment like vehicles, generators or other "stuff". Logistics flights I'd imagine...or personnel.

Some of the Governors threatened to pull their troops, not sure how that works once they were under POTUS Trump / FEMA control.

TBH, I haven't really looked into that either so I don't know. I do know some states had said their people were coming home starting this weekend but a sizable force is being left in place into March.
