So Who exactly Authorized(Signed) this into effect-Biden or Trump? If Biden then what was the justification? If Trump then that is Proof he is Still POTUS-Just seeking clarification
It says the 22nd because its a friday and the government isnt open on saturday.. that date updates every business day to say the law information is current, not enacted, below and the blue links are the enacted dates, etc.

there is a time from when it is signed to when it is enacted and published. This is from Trump from before the 20th. There is already more than 2 threads on here about this.

What the IA is? It gives the president the authority to act to put down a rebellion. There are several addendums, I'm not sure are fully understood. One pertinent one that I read, but can't confirm, is that the President can't convey the power of his office while Defcon 2 or 1 is in effect. We went to COGCON 2 before he left because of the Capitol riots. I'm assuming that same rule applies to COGCON 2 (Continuity of Gov't Condition). So the implication is that Trump never conveyed the power of the Presidency to Biden per the emergency rules of COGCON. Could all be bullshit, don't know, just passing it along.
