Search "universal studios castle rock" and YouTube comes up with Universal Pictures and Castle Rock Entertainment videos about movies and TV shows that use the Castle Rock Oval Office movie set. In other words, Q is talking about the movie production company utilizing the set, not the company that owns it.
And probably used it so that the black hats would be thinking "Secret Service".

Listen, if you actually LOOK at the WIKI, it says:
"In January 1998, Warner and PolyGram Filmed Entertainment formed a deal to co-finance and co-distribute Castle Rock films; that deal was taken over by Universal Pictures after said studio's parent company Seagram merged with PolyGram later that year. The Warner/Universal deal expired in 2000." [1]

Now, when Q made the plan, USSS was probably Universal Studios (Pictures) Sound Stage. The Military Guys probably thought the possible misconstruction of the USSS abbreviation would be excellent PsyOp doctrine.
