That's actually a copypasta designed to prevent anyone inside China - and thus its "Great Firewall" - from accessing a site/post/etc. Those are all phrases that are not just banned, but blocked at a bare-metal level from being sent/read/displayed via the internet in the PRC. It's a good thing, it helps keep out Chinese government actors/shills, many of which are just Chinese students who do it as a part-time job.

Essentially if someone from within China was posting on here, and they got banned and that message showed up on their computer, they'd have a visit from the Chinese secret police and their internet would be shut down for some period.
