It doesn't get ANY clearer than that. It CLEARLY says, in law, the United States is a FEDERAL CORPORATION.
Now, let's talk about that 1871 Act, since we want to get mired in law. Exactly where in the Constitution does it give Congress the power to create governments? Because, as that Act you linked clearly shows, that is what they did and therefore put the Constitution under a government they had no authority to create.
