Because on March 16, 2020, much of DoD, to the maximum extent possible, started teleworking so that minimal personnel were onsite to reduce exposure and to prevent as many DoD workers as possible from being exposed via work.
This is not at all a secret. Has been nearly a year of it and no end in sight based on word put out so far.
