They're not, they want to seize the opportunity and move into the power-vacuum as the new puppet masters...

That said there are white hats in the CCP government and military and they are helping, whether or not they will survive doing that is a different matter as the insular position of aspects of Chinese power structure may make the ability of the rest of the white hats to help them a somewhat tenuous affair at best...
