I suspect the original article is this: https://www.defensenews.com/congress/2021/01/19/hasc-scrapped-lloyd-austins-waiver-hearing/

The font, layout, byline, image, and attribution all match, but the text is entirely different. Methinks the screenshot is a hoax. There is a lot of disinformation making the rounds.
