Yep, only 500 million are supposed to be allowed to live. That's what the 'vaccine' is for. It's Tom Clancy's "Rainbow Six" novel where a virus scare makes everyone take a vaccine, which actually has a deadly virus in it, to depopulate the earth.

There is also a Star Gate SG1 episode that literally deals with a vaccine that sterilized the population of the earth to make room for an alien race.
