Is there an aircraft warning beacon on the top? Here in the UK anything over a certain height has to have a red beacon to alert aircraft of the structure.
Private planes aren't allowed anywhere near DC. Before you'd get that far, you'd have to explain what you are doing to a couple people before being blown to pieces if you don't listen.

I think they're referring to non-military. Private planes aren't military.
