There is a an air defense identification zone around the WH - 20 miles. Private aircraft can pas through it with proper clearance and altitude. Small craft are generally not allowed anywhere inside the ADIZ. MIL and LE aircraft regularly fly all over DC.

Correct, P-56 is the prohibited airspace over the white house and from the lincoln to the capital. GA aircraft are not allowed to fly into DCA however
